When signing on with Internet Explorer on laptop, it repeatedly says cannot display page.?

I have a network card, plugged in and is in good standing,(already checked that) but it takes a long long time to display web page, if it actually gets that far, , then once it displays, computer freezes. how do i fix? step by step please . its a laptop, windows xp pro svc pk 2 "Acer"
