What should be done about falling birth rates in many countries?

Because of the exponential grown of countries such as China or India, we should load approximately 7% of the newborn population into cattle cars and ship them to countries that suffer from a falling birth rate. They should be just erratically thrown into the street in order to provide a large homeless rate, and thus require for a compensation from the working cl. Also the population would go up, so it would be a win-win.
