I get phish email from isgb@propagation.net. Who is this? What is this?

These emails come disguised as Paypal or Ebay emails and always want me to click a link. I never do and forward them to Ebay/Paypal. I'm just wanting to know who these people are. Search doesn't really tell me anything I understand since I'm barely computer literate. Can anyone explain this to me? Thanks
